How significant is yardstick competition among governments? Three reasons to dig deeper

2013

22 pages; The significance of yardstick competition among governments is now confirmed with regard to fiscal variables. This is an important result but the significance of the mechanism must also be sought in a context broader than that of fiscal federalism and without limitation to relations and processes fully observable. Three points are made. Even in the case of governments trying to mimic each other over a single variable, additional variables are involved in an important way. Yardstick competition can be latent without being ineffective. Its major effect, then, is to set bounds to the choices that office-holders could think of making. Finally, the mechanism is a hidden albeit essentia…

Test of the European Joint Research Centre performance model for c-Si PV modules

2012

The performance of ten c-Si PV modules is studied at different levels of illumination and module temperatures and is modeled in terms of relative efficiency with respect to Standard Testing Conditions (STC). A recently proposed model is tested in Nordic conditions for generic mono- and mc-Si devices with screen-printed cells as well as for some high-efficiency cell designs. Two of the modules are field aged. Averaged model coefficients are derived and compared to values found in the literature. Irradiance and module temperatures measured in 2011 are then used to estimate the expected annual energy yields. The measured yields equal the predicted ones within 1.6% (mean bias error −1.0%) which…

Combined fuzzy TOPSIS and AHP-based methodology for the prioritization of maintenance key performance indicators: Application to an oil refinery plant

2017

A Maintenance Performance Measurement model based on the use of Maintenance Key Performance Indicators (MKPIs) is proposed in the present paper. Referring to a specific industrial context, a multi-level hierarchical structure is firstly designed to highlight the most meaningful perspectives which affect the maintenance performance. Then, MKPIs selected from the literature or properly formulated to detail some particular perspective of the investigated maintenance process are assigned to the hierarchical framework and prioritized by a Fuzzy Technique for Order of Preference by Similarity to Ideal Solution (FTOPSIS) and Analytic Hierarchy Process (AHP)-based approach.

Adaptation of elaborated feedback in e-learning

2008

Design of feedback is a critical issue of online assessment development within Web-based Learning Systems (WBLSs). In our work we demonstrate the possibilities of tailoring the feedback to the students’ learning style (LS), certitude in response and its correctness. We observe in the experimental studies that these factors have a significant influence on the feedback preferences of students and the effectiveness of elaborated feedback (EF), i.e. students’ performance improvement during the test. These observations helped us to develop a simple EF recommendation approach. Our experimental study shows that (1) many students are eager to follow the recommendations on necessity to read certain …

Communication Gaps in Disaster Management: Perceptions by Experts from Governmental and Non-Governmental Organizations

2011

The complexity of current disasters creates a challenge for crisis communication. This paper aims at identifying gaps in communication in disaster management experienced in practice in order to facilitate learning from those situations. The research was conducted using a qualitative online open-ended questionnaire. It shows that despite the developments in the discipline, communication as an integral part of decision making in disaster management needs to be further developed. The paper provides a practical-oriented overview of the communication constraints in complex crisis situations, which has not been provided so far. This research is part of an international project developing performa…

Talent identification and development tools

2014

Purpose – This paper aims to contribute to talent management literature by examining empirically the relationship between talent identification and development tools. Design/methodology/approach – The study sample consisted of 112 Argentina-based companies. All participants completed an online survey containing a list of identification and development practices. Responses were analyzed with SPSS 19. Findings – Results show that companies running more talent identification processes (performance management and potential identification) make use of a greater number of development tools. Significant differences were observed in the use of all development tools analyzed, with the exception of …

Framing the Sources of Image of a Local Area through Outcome-Based Dynamic Performance Management

2018

This article investigates the place image concept. It aims to frame major factors impacting on the image of a local area and to suggest associated measures. The adoption of a dynamic approach enables the exploration of four major factors: the level of tourism development, the fit of contextual attributes, the strength of identity, and the level of synergy between public and private sectors. The emerging conceptual model identifies twelve performance indicators driving interdependencies between outputs and outcomes. Such a model eventually is applied to the “Taormina-Etna district” – located in Sicily (Italy) – with the intent to discussing its effectiveness.

A dynamic performance management approach to frame corruption in public procurement: a case study

2021

Purpose The purpose of this paper is to frame the causal relationships between corruption in public procurement and performance of local governments. Design/methodology/approach An outcome-based dynamic performance management approach is adopted to explore a representative case study of a small Italian municipality. The model is based on three sources: qualitative primary data generated by face-to-face convergent interviews; secondary data retrieved from documents describing legal cases linked to procurement and open-access repositories; and an extensive literature review. Findings Emphasizing the role of community civic morality systemically may help to understand some counterintuitive re…

The role of social report for performance measurement of museums: an Italian survey from the web

2017

This paper aims to explore the concept of performance in the museum field, in particular whether and how it could find an adequate representation through social reporting tools. The social reports, indeed, in non-profit and public sector organisations are typically considered the main tools for institutional communication. To investigate on this topic, we analyse the social reports of some Italian museums using the content analysis in order to understand how the performance is evaluated and communicated. The empirical findings show how the reports are not fully able to represent the performance of the museums.
